STATE Minister for National Development Planning/Head of the National Planning Board, Kwik Kian Gie, was once again his outrageous self. This time, Kwik stubbornly `rejected' the government's plan to continue with the Subdistrict Development Program (PPK), which is funded by the World Bank.
