Any further expansion of Indonesia’s telephone network is very much dependent on a large injection of capital from overseas. But foreign investors are just not interested, especially without tariff increases or any real legal assurances.

TELEPHONE cables can now be seen not far from a very remote village in the Kalimantan hinterland. At first glance, this might not appear to be anything special.
