ALTHOUGH he failed to pass the Bank Indonesia fit-and-proper test in 1999, Robert Tantular was able to be a controlling shareholder of PT Bank CIC Internasional. In 2002, he barely escaped although a Bank Indonesia audit found discrepancies in the management of the bank. The audit showed that extending credit indicated a violation of the principle of caution. In fact, it could be a criminal violation.
