JATMIKO is confused. Plans by Aruna Wijaya Sakti to germinate and revitalize his shrimp ponds didn’t materialize because the program was suspended earlier in January. The ponds have since dried up, overgrown by wild grass. “The water simply seeped out,” said the 43-year-old who occupies a house in Block 2 of Aruna’s shrimp farming operation in Kampung Bumi, in the southern Sumatra province of Lampung last week.
