AT the end of the Palimanan-Kanci toll road, in Cirebon, West Java, Narto did a U-turn. He exited the toll road via the Tegalkarang gate. This truck driver was reluctant to continue his journey from Jakarta to Semarang through the Kanci-Pejagan toll road. “It’s really expensive. My truck and trailer cost me Rp65,000,” he said when met by Tempo, in the Barokah restaurant, around 100 meters from the toll gate, on Thursday last week.
