THE dark clouds over his village in Kecamatan Pabuaran, Subang, West Java that Wednesday afternoon last week reminded Bambang Ermayana of what happened to his rice farm last year. Three hectares of his farm then failed to produce in two planting seasons because of flooding and rice pest. Bambang lost Rp42 million in harvest failures. “That was the worst thing that I ever had in my life,” Bambang said in a conversation with Tempo last week.
