THERE was tension at the meeting in Vice President Boediono’s office on Tuesday two weeks ago. Unlike his usual self, Boediono, known for seldom losing his temper, raised his voice. He was unable to hide his annoyance at hearing reports that there was no progress on toll road construction projects.
