THE yellow-black concrete stakes with the Ministry of Public Works logo are scattered along the way to Kampung Kaliangsana, Subang, West Java. Dozens of the houses in the village are a complete mess. Some are even at ground level. Weeds are rampant. People have left their houses, paddy fields, or land since the government planted the stakes at the end of last year.
