IT was 4am in the early hours of Saturday a fortnight ago and Agung, a contract worker, had just finished a night shift at Pertamina’s oil refinery at Cilacap, Central Java. He was about to leave for home exiting through Gate No. 2 when he saw fire spreading from a pipeline to the underside of Tank 31 T-02.
