DOZENS of civil servants crowded the canteen at the temporary offices of the South Tangerang City administration at Witana Harja, Pamulang, in Banten, on Tuesday last week. They looked relaxed, chatting and joking over cups of coffee and snacks. A few meters from the canteen, dozens of others lounged on the terrace and inside a prayer house. The time was 10am, two hours into office hours.
