The Ministries of Finance and Health disagree about the use of revenues raised from tobacco duty. Projects are being fought over and the smell of corruption is in the air.

The hospital is painted a blinding yellow and red. The main building occupies an area of 4.8 hectares and has four stories with walls made of glass. The project, built to serve patients with smoking-related diseases, began in 2009 in the Pakunden village, East Java. Today it is still only 80 percent finished.
