Last week, the new finance minister chaired a closed meeting at the Taxation Directorate General. In attendance were the heads of 18 regional tax offices from Kalimantan and Java, the regions that supply the government with the most tax revenue. On the agenda was a discussion of why that revenue has been clogged up.

At the meeting, which ran from morning till evening, Finance Minister Bambang Brodjonegoro asked his guests to explain billing problems in the field and formulate a way to optimize revenues. After exploring several strategies to pursue payment, they had no choice but to concede: target revenues from taxation could not be reached.
