IN early August, the coordinating ministry for maritime affairs proposed allowing foreign investments in the fish-capturing sectorespecially in the waters of Natuna, which has a potential of 1.14 million tons per year. This idea sparked debates. Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan later said, "The plan is still being reviewed," to a bunch of reporters, including Tempo, at his office building Thursday last week.
