THE meeting took place in March, in the office of the Minister of Energy and Mineral Resources in Jakarta. Officials from the local government of East Kalimantan sat on one side of the table. On the other side sat members of the board of directors of Kal-Tim Prima Coal (KPC) as well as some of the company's shareholders. The white-painted room held a total of 25 people, slightly more than it was actually designed to do.
