The local governments of Lampung, South Sumatra and Cilegon have issued regional decrees to regulate harbor management, thus effectively unseating Pelindo II, one of the four state harbor management companies.

HOT on the heels of the "war" over management rights of natural resources, local governments are now fighting the central government over who has the authority to manage harbors. In the name of regional autonomy, the provincial governments of Lampung and South Sumatra, together with the municipal government of Cilegon, have revoked the central government's authority over the management of harbors in the three regions.
