Debts can result in two state-owned companies trying to elbow one another out of contention. That's what is happening now between Hutama Karya and Jasa Marga. The two state-owned companies are vying for control over a toll road connecting Taman Mini Indonesia Indah and Pondok Pinang (Section S), which is part of the Jakarta Outer Ring Road (JORR).
