Debts can result in two state-owned companies trying to elbow one another out of contention. That's what is happening now between Hutama Karya and Jasa Marga. The two state-owned companies are vying for control over a toll road connecting Taman Mini Indonesia Indah and Pondok Pinang (Section S), which is part of the Jakarta Outer Ring Road (JORR).

This section, which is 14.3 kilometers in length, is the only part of the 69.3-kilometer JORR
