Just what sort of call did the office of Agum Gumelar, Minister of Transportation and Telecommunications receive, to make him issue his very strange decision on behalf of Lippo Telecom? Two weeks ago, an order from Gumelar to three mobile phone operators—Telkomsel, Satelindo, and Telecom—leaked to the press. In his order, Gumelar urged the biggest three operators to immediately provide Lippo Telecom with national roaming facility.
