Rising diesel prices have made the lives of fishermen more miserable than ever. If they go out to sea, they lose money. If they stay home, they starve.

The outboard engine-equipped wooden boats stay moored at the pier all day. In the heat of the sun, a gentle breeze makes it easy for the fishermen to doze aboard their bobbing vessels. At Cilincing, North Jakarta, last week, piers that were usually scenes of frenetic activity, with incoming and outgoing fishing boats, were utterly quiet.
