There are mixed reactions from cigarette manufacturers to the change from an ad valorem to a semi-specific excise tax system. While some will lose out, others could go bankrupt.

UP to now, the government has been unable to convince cigarette manufacturers about the positive aspects of the semi-specific excise tax system.
