CONVENTIONAL leadership training programs tend to follow the classic textbook management style of emphasizing efficiency and effectiveness, with cultural and geographical variations thrown in. Where inter-sectoral collaboration is concerned, it usually involves just the private and public sectors or civil society working with either of the sectors. Rarely do we hear of all three sectors teaming up to achieve a common goal.
