SANNA, the owner of the fishing vessel, watched with a sour face as two coastguard officers boarded his boat. He was caught fishing illegally in the waters of the Wakatobi Islands National Park in Southeast Sulawesi. The man broke into anger when the officers asked him to produce his fishing permits.
