THE office on the 17th floor of the Department of Communications was enjoying the morning. Amid tables arranged in a row, several people were chatting, sipping coffee, some exhaling cigarette smoke. Suddenly, the morning comfort vanished when over a dozen men in blue uniforms rushed in. Behind them, two cameramen from two private television stations also promptly recorded the scene.
