A small island off Bali has rejected a multi-million dollar approach to develop tourism by would-be investors. Instead it has opted for a do-it-yourself approach.

Lying just southeast of Bali, Nusa Ceningan's hills and coastline are famous for their beauty. Beneath its waves are further treasures in enchanting rock and coral formations to please the amateur diver. It is about one-thirtieth of the area of Jakarta and considerably quieter. On neighboring Nusa Lembongan tourism has started to boom. But Ceningan is still playing hard to get. Only a few tourists go there. Yet.
