EVERY time a disaster strikes this country, the spotlight is on how weak coordination of recovery efforts tend to be, and how slow assistance comes to the victims. This is clearly what happened following the quake that hit West Sumatra last September 30. Two days after the ravages of the disaster, the victims could only sit in silence in their tents, close to their destroyed homes, short of food and drinking water.
