Surabaya’s regional tap water company has been reported to the police for piping polluted water to its customers. But Indonesia’s second city is not the only one to suffer this problem.

When Ms. Yeti got skin irritations, her suspicions immediately fell on the local PDAM, the state firm that had been supplying her water. "My skin cannot stand the tap water. It’s like an allergy," said the mother of two, who lives in Surabaya’s Rungkut district.
