THE victims of the 5.8-magnitude earthquake in West Sumatra until last week had not received equitable distribution of relief aid even though they badly needed foodstuffs and tents. Based on Tempo observation at several refugee locations, like at the Kantin Square and Padang Panjang regency, some 100 refugees were still using makeshift tents made of canvas and plastic.
