Abortion is not clearly regulated. The Criminal Code clearly classifies the forcible ending of a pregnancy as a criminal offence. But the 1992 Health Law allows it on medical conditions.
This loophole is being taken advantage of by doctors and midwives. Motivated by the high demand, they open abortion clinics. Tempo interviewed Budi Sampurno, the chief of the Health Department’s Legal Bureau on the problem:
