THE government of Megawati Soekarnoputri ended on that day, October 20 five years ago. President Susilo Bambang Yudhoyono had only just been inaugurated. On the same day, Hari Sabarno, Home Affairs Minister of Megawati’s cabinet, signed a request for the disbursement of Rp800 million of tax collection incentives in his department. The disbursement paper showed the money was for “the minister’s working support aid for four months.”
