When prosecutor Ida Ayu Ketut Yustika Dewi read the charges on November 4, more than ten courtroom visitors at the Mataram Administrative Court, Nusa Tenggara Barat, were stunned. Some looked at one another in astonishment.

They were surprised to hear that Yustika charged the distributor and dealer of methylone, I Wayan Purwa, under the Narcotics Law. This carried a potential prison term of more than thirteen years.
