LIKE a protracted tug-of-war, theres no sign yet of an end to the divestment process of 51 percent of PT Kaltim Prima Coal. Under a recent agreement between the Indonesian government and KPC, the process should have been completed in 1996. Who, then, is responsible for the continuing delay? Logically, its KPC, operator of the coal mines, to blame. Or perhaps the Indonesian government, owner of the coal mines?
