HE was a bureaucrat in an Indonesia fraught with cross-purposes, opinions and conflicts, with the possibility of going either forward or backward. He is Sinyo Harry Sarundajang, 62, who began from a small town in North Sulawesi: Bitung. He was the town’s mayor for 14 years. When his long tenure ended, Bitung had become a busy fishing port in eastern Indonesia.
