THE ‘sea fence’ project along the northern coast of Tangerang, Banten, has unexpectedly landed Nusron Wahid with a major task. In Kohod village, Tangerang Regency—where the 30-kilometer-long sea barrier is located—263 rights to build (HGB) certificates have been issued for offshore areas. These land rights documents were issued between 2022 and 2023, two years before Nusron became Agrarian Affairs and Spatial Planning
