To date, more than 130,000 drinking water customers in the capital city are in arrears. Surprisingly, they continue to have access to water services despite their non-payments for years.
They have since become a time bomb, because, at the end of 2010, the two operators in Jakarta, Palyja and Aetra, claimed they had managed to collect a portion of the delinquent payments. The amount was staggering: more than Rp 226 billion. Both companies had subsequently asked that the money deposited into the escrow account be immediately disbursed.
