The theft of crude oil by tapping into pipelines reached an all-time high in South Sumatra in 2013. The crime reached such a serious level that on July 25, 2013, the government decided to shut down all refinery activities for two weeks. Afterward, Pertamina replaced the existing pipelines with thicker pipes. Instances of more theft declined but never stopped.
