A collaborative doctoral studies program by the Jakarta State University (UNJ) and 12 state universities is now subject to scrutiny. Without any authorization from the Ministry of Research, Technology and Higher Education, the program that started in 2009 has since been attended by 500 students and half of them have now already earned doctoral degrees.
