WEST Java Governor Ahmad Heryawan, known as Aher, complained about Citarum Rivers clean-up to Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan when the two met at Hotel Aryaduta Bandung at the end of November 2017.
