THE spirit is willing but the flesh is weak, the saying aptly describes the result of the national legislative program initiated by the government and the House of Representatives (DPR). At the beginning of last January, they agreed to a target of 55 new laws in 2005. However, the numbers were mere dreams. Nearing the end of this year, only 12 bills were passed.
