LATE last month, a letter landed on the desk of Lauris S. Ramly, head of the Sub-Directorate for Appeals & Judicial Review at the Supreme Court Crimes Directorate. The document, with the letterhead of the Republic of Indonesia Department of Foreign Affairs, caused Lauris to shake his head. The letter was unusual, he said. He decided to forward it to his superior, Crimes Division Director Zarof Ricar.
