THE thick black soot continues to billow from the smokestacks of the pulp and paper plants at Pangkalan Kerinci, Pelalawan, in Riau. The rumbling sounds of heavy equipment and the offensive smell of pulp diffuse from the plants located about 70 kilometers from the provincial capital Pekanbaru.
