THE 47 hectares in Padang Lawas regency, North Sumatra looks lush green with leafy oil palms. About four years ago the land was owned by Darianus Lungguk Sitorus. But, based on the Supreme Court’s judicial review of June 16, it has now been confiscated by the state. Prior to that, in July 2006 the Central Jakarta District Court had declared D.L. Sitorus—as the entrepreneur is called—guilty of acquiring the land illegally.
