TWO weeks ago, Senior Commissioner Nico Afinta, director of the Jakarta Police’s Special Crimes Unit, received a bundle of documents containing the Indonesian Ombudsman’s recommendations. It was Ombudsman Commissioner Adrianus Meliala who submitted the 17-page report to Nico.
