CHAOS erupted at the Class IIA Tarakan Correctional Institution in North Kalimantan in October 2023. A joint team from the National Police, the National Narcotics Agency (BNN), and the Directorate-General of Corrections from the Ministry of Justice and Human Rights were investigating the circulation of illegal drugs within the prison. The operation targeted Hendra Sabarudin, also known as Hendra, a 32-year-old convicted drug offender.
