LAST April, Liana Sutrisno was shocked to discover that her phone bill had rocketed to Rp1.8 million, over 20 times the usual monthly bill of Rp80,000. Liana, a housewife residing in Duri Kosambi, Cengkareng, West Java, found out about the bill from her eldest son, Heru.
