ON the face of it, the islah peace agreement seems innocent enough. Opening with an Islamic prayer and three stanzas from the Holy Qur'an on the virtues of peace and brotherhood, the treaty negotiates a peace deal between the victims of the Tanjung Priok incident of September 12, 1984 and the military officers responsible for the atrocities committed. Signed on March 1, 2001 the agreement contains the names of 14 signatories.
