Land Certificate Fees

WE are very pleased and grateful as our land certificate has finally been issued, after being handled through the free Comprehensive Systematic Land Registration (PTSL) program based on Presidential Instruction No. 2/2018. But a free certificate seems to be a mere figment of imagination.

Upon receiving the certificate, we were asked to buy a file folder or plastic envelope from the National Land Agency (BPN) worth Rp100,000 by Pokmas RW 012 (community group of neighbourhood association 012), Pisangan Baru, Matraman subdistrict, East Jakarta. In fact, we had previously been also asked to pay Rp900,000 for the processing of this certificate.
Through this letter, I would like to inquire if it is true that the BPN sells file folders
