The East Timorese militias have humiliated the Republic of Indonesia as well as the Military and the National Police for the second time. First, when they burned Dili to the ground following the announcement of the referendum in East Timor. Second, when they attacked the UNHCR headquarters in Atambua, West Timor. These two incidents took place when the Military and National Police had already given their full guarantee of safety during that time.
