I bought a Delta brand ballast and a Toshiba lamp at Depo Bangunan Kalimalang on September 28, 2000. Before paying, I asked the seller to have the goods tested. However, he refused to do so before I paid for the goods. After I paid, the ballast turned out to be defective. Even stranger, the seller refused to replace the ballast with a good one.
