SEMARANG is enshrouded in blue. The capital city of Central Java is being "dominated" by the National Mandate Party (PAN), which is holding its Congress II since last Thursday at Patra Jasa Hotel. Last Saturday, the Congress was entering a critical stage: the candidates for chairmanship were busy pursuing support.
