AN important letter, numbered D-01, was issued by Major-General Sarwo Edhi Wibowo, Governor of the Military Academy, 34 years ago. It banned senior cadets from punishing junior cadets with beatings or abuse. A year earlier, one cadet had died as a result of such pressure from seniors.
