Theys Hiyo Eluay was not able to attend the commemoration of the founding of Papua on December 1. The head of the Papuan Presidium has been cooped up in a cell at the Irian Jaya Police Headquarters in Jayapura since Wednesday of last week. Theys is being detained for the time being over his unwillingness to sign a restraining order given to him by Senior Supt. Sukarno, head of the Irian Jaya Police Investigation Unit.
